NON-STAFF MEMBERS CAN NO LONGER +REP.

Even if you're trusted or higher, +reps for non staff members no longer count for .25. They only count as 0.
Why?
Because staff are way more experienced in seeing what is good about a person and what is bad about one. Recently, I promoted a few people because they had so many reps from trusted, and it turned out, some people thought they were inadequate.
Never mind that, but if you truly think someone is good, you can +rep, but the reps don't count, just like a long time ago, when only staff could +rep.
Similarly, if you think someone is bad, you can -rep and provide evidence. This will cause people to change their opinions on the application.
Edit: I will look out for the recently promoted. If they are truly "inadequate", I'll try warning them or informing them on what they did wrong. If they listen and improve, I'll let them keep their t-mod ranks. If not, I'll remove them and make them reapply so they get 7-8 +reps from ONLY STAFF MEMBERS.
